There are children in every school who need additional support, for a shorter or longer period of time, or permanently, in order to learn effectively. The Centre for Inclusive Education considers inclusion in education an opportunity for schools to provide quality education to all children, irrespective of their educational needs, ethnicity, social-economic status, or limitations of the environment they are raised in. Therefore the CIE works in partnership with mainstream schools under the One School for All Programme by supporting them in the process of building inclusive environments which enable teachers to meet the needs of all children in their classrooms so that the children can learn and unfold their potential.
 
During its ten-year work with partner schools all over the country, the Centre for Inclusive Education identified a need to develop a systemic approach to help Bulgarian mainstream schools organize their resources and in-house management processes in such a way that inclusive setting is in place. In order to trigger a process of real change and have sustainable and positive results of this change, all members of school communities – pupils, teachers, school principals, specialists and parents – should make targeted efforts but should also get support in this process. Drawing on this long-year partnership and intensive field work with five partner schools during the first phase of the One School for All Programme implemented in the 2014–2016 period, the CIE has developed a Bulgarian Model for organisation of school processes and building of inclusive school environment. 

The Model requires consistent involvement, which is coordinated by a specially created school leaders’ team, of all stakeholders in the school community in four key areas: (1) School management, (2) Teaching practice, (3) Child safeguarding, and (4) Partnership with parents. The introduction of the Model and its effective functioning involves several main stages:
 
1.    Analyzing the school setting through self-assessment against key indicators in each of the four areas, with the involvement of all stakeholders;
2.    Selecting priorities and setting specific and measurable objectives alongside indicators of success;
3.    Developing an inclusion action plan featuring responsible persons and deadlines;
4.    Implementing the plan and coordination of activities;
5.    Progress monitoring;
6.    Updating and amending the objectives and the action plan. 
 
During the second phase of the One School for All Programme to be implemented in the 2016–2019 period with the support of America for Bulgaria Foundation, the Centre for Inclusive Education will focus its efforts on the implementation and improvement of the Model for organisation of school processes to build inclusive school environments by attracting more partner schools and expanding the geographical scope. With the help of the first pilot schools and the new ten partner schools to be selected, we will be working for three school years on improving and adapting the Model in a way which makes it even better suited to our schooling reality.

One School for All is our most encompassing and wide-reaching cause, our raison d’etre. Our ultimate goal is comprehensive introduction and application of the principles of inclusive education.

Inclusive education is a process of changing the school environment based on respect and acceptance of other people. It implies wise management of school processes in a way which makes children feel supported to develop their capacity and to overcome hardships; which makes teachers feel encouraged and confident that they are able to cope with the growing challenges, while parents are able to assume their responsibility and role in partnership with schools.
